OIL REFINERY RISK-BASED REMEDIATION AND RCRA CORRECTIVE ACTION

Langan managed a multi-million dollar site characterization and risk-based remediation program at this 350-acre oil refinery in southeastern Pennsylvania.

Our project team successfully negotiated with the USEPA and PADEP to use Pennsylvania’s Land Recycling Program (Act 2) to address Federal Resource Conservation and Recovery Act (RCRA) issues at the site using the Facility Lead Approach. Using this approach, Langan gained USEPA approval for non-residential groundwater use at the site. Both human health and groundwater environmental indicators (EI) were also approved by the USEPA for the site. In accord with Act 2, a series of comprehensive multi-media investigations were completed to support remedial design and eventual site closure.

Because of complex site conditions and the magnitude of data collection, data was managed through a relational tabular database and geographic information system (GIS). The “Act 2” database automated selection of appropriate Act 2 standards, and facilitated risk-based decision making for the site.
