BRASS FACTORY BROWNFIELDS REDEVELOPMENT
The long defunct, brass manufacturing
center, once comprised of more than 90 decaying buildings on a
100-acre downtown site, was prepared for a rebirth. Langan served
as environmental and construction manager in joint venture with
the Fusco Corporation of New Haven, CT for Brass Center Ltd. Our
value engineering efforts and effective construction management
practices saved our client over $9.5 million. The scope of work
included remediation of various forms of chemical contamination
throughout the buildings and underlying soils. The decommissioning
process began with interior building decontamination to remove
asbestos, lead paint, metals, solvents, oil, machinery, and polychlorinated
biphenyls (PCB) contaminated materials. More than 200,000 cubic
yards of debris was removed or recycled, including asbestos-laden
concrete from the roof of the main plant. Demolition of the structures,
many dating back to the early 19th century, preceded remediation
of contaminated soils. The size of the complex added to the challenges
of remediation. Soil vapor extraction and on-site treatment were
used to treat the 155,000 tons of tainted soil. The entire remediation
and demolition was completed well ahead of schedule and under
budget, allowing construction of the 1,300,000 square foot Brass
Mill Center to begin.
