MATERIAL RECLAMATION CENTER
Langan was retained by Verizon to
identify requirements, coordinate and complete closure of the
Youngwood Material Reclamation Center (MRC) regulated under Verizon’s
General Permit for Statewide Beneficial use of Residual Waste.
The MRC facility was formerly used for the centralized handling
and processing of materials for reuse, resale, recycling and/or
disposal. Materials include all Verizon’s used or obsolete
telecommunications equipment, primarily including lead and non-lead
sheathed copper telephone cable, electronic switching equipment
and computer plug-in cards. Langan designed site specific closure
procedures, including utilizing a surface dust cleanup guideline
level based on federal HUD standards, and coordinated it with
PADEP. Langan coordinated the cleanup contractor and performed
construction management / oversight for all activities. This involved
securing approvals for residual waste disposal, power washing
of the entire facility, cleaning of facility sumps and hazardous
materials storage areas, and dismantling for reuse or disposal
of all related process equipment including pumps, piping, above-ground
storage tanks and a water treatment system. Langan documented
all closure and decontamination activities for submittal to PADEP
for Final Closure Certification.
