Diane M. Fiorelli, PE, GE, LEED AP, Principal
Irvine, CA
Langan’s presence in Southern California started with Diane Fiorelli. After relocating from New York as a Project Manager, the firm invested in Diane as a future leader, and that investment has paid off. She now leads an office of 20 people in Irvine, and plays a key leadership role in Langan’s new Los Angeles office. Diane’s expertise ranges from foundation design and brownfield redevelopments to waterfront structures. She has led major projects in Southern California, including the new Los Angeles Football Club Stadium, the Park Fifth Development in Los Angeles, Audie Murphy Ranch in Menifee, and the Camden at Selma and Vine in Los Angeles.

 

Jason F. Hanna, CHMM, Principal
Doylestown, PA
Long before most of the world heard of the Marcellus Shale, Jason Hanna made shale energy services a strategic initiative at Langan. As a result, the firm opened an office in Pittsburgh, Pennsylvania and expanded further into Ohio, West Virginia, and Texas. Jason leads teams that help our energy clients develop environmentally-responsible projects in challenging terrain. Jason is equally active remediating brownfield sites throughout the region, and supporting Pennsylvania, Ohio, and West Virginia with economic development opportunities associated with energy development.

 

Scott D. Rowland, PE, LEED AP, Principal
Pittsburgh, PA
Scott Rowland was a rising star in Langan’s extremely busy New York City office when he answered the call to start a site/civil practice in Pittsburgh. In short order, he positioned Langan as the go-to consultant in the region by raising the bar in terms of technical excellence and client responsiveness. He now co-leads the 40-person office in that city, while overseeing site/civil projects in Ohio and West Virginia. Scott has led site/civil on major developments such as Station Square East for Trammell Crow, and 3 Crossings for Oxford Development Company, as well as numerous projects at Carnegie Mellon University, the University of Pittsburgh Medical Center, and the new West Virginia University Baseball Stadium.

 

Serena T. Jang, PE, GE, Senior Associate
San Jose, CA
Langan’s growing San Jose office provides geotechnical engineering for a variety of impressive projects in Silicon Valley, many of which are led by Serena Jang. Serena is a respected expert for engineering analyses including pile capacity, seismic hazards studies, temporary shoring and basement walls, and roadway/pavement design. In addition to high-tech clients with household names, she plays a key role on many major developments in the San Francisco Bay Area, including Mission Bay, The Cove at Oyster Point, and the Chase Center, future home of the Golden State Warriors.

 

Jonathan LeBoon, PE, LEED AP, Senior Associate
Arlington, VA
Jon LeBoon has led an impressive array of major, complex Langan projects, including a confidential former refinery in California, the decommissioning of the old headquarters building at Joint Base Andrews in Maryland, and various US Embassies around the world. He is highly respected for his technical acumen in site planning, stormwater management and water resources design, utility infrastructure design, and construction administration. He started his Langan career in Philadelphia and later relocated to Arlington, where he now plays a key leadership role in the growing 45-person office.

 

Daniel R. Miola, PE, LEED AP, Senior Associate
Parsippany, NJ
Many of New Jersey’s leading developers and corporations count on Dan Miola to handle projects that are transforming the Garden State. Dan leads engineering and environmental teams that support various sectors such as office, retail, residential, mixed-use, energy, industrial, and e-commerce fulfillment centers. Dan’s key projects include Goya Food Headquarters, Jersey City, NJ; Columbia Road Office Park, Morris, NJ; LifeTime Athletic facility, Bridgewater, NJ; and Buckeye pipeline projects, Middlesex County, NJ.

 

Sony David, PE, LEED AP, Associate
Parsippany, NJ
Sony David has worked on a variety of projects throughout the Tri-State Area, specializing in site feasibility and development projects, design-build projects, demolition design services and regulatory permitting. He has led projects including major development and demolition projects on Celgene’s campuses in Summit, NJ; Southwest Resiliency Park in Hoboken, NJ; and NJSDA Dayton Avenue Educational Campus design-build project in Passaic, NJ.

 

Charlene Drake, LSRP, Associate
Philadelphia, PA
Charlene Drake is a brownfield redevelopment specialist with particular expertise in the management of fill materials and demolition requirements. As an environmental consultant in the Philadelphia area, she serves as the technical lead and manager on projects in Pennsylvania, New Jersey, Delaware, and Maryland. Charlene has also been the LSRP of record for over 30 projects including high-profile redevelopment sites in Camden. Charlene’s proficiency extends to affordable housing development, acting as her client’s advocate by fostering a collaborative project team, and creative solutions to technical and regulatory challenges.

 

Colleen Elliott, CDT,  Associate
Pittsburgh, PA
Colleen Elliott has extensive experience with legacy projects specializing in health, safety, security, and the environment multifaceted services. She has managed projects for numerous major oil & gas, industrial, and public sector clients, such as pipeline and support facility decommissioning; refinery closures; mergers and acquisitions due diligence; OSHA and regulatory compliance audits; and water/wastewater/AMD treatment and collection system assessment, design, permitting, and construction administration. Colleen’s projects have extended from North America to South America, Africa, Middle East, and Europe.

 

Pamela Nieting, PE, LEED AP, QSD/P, Associate
San Francisco, CA
Since joining Langan in 2011 to launch the West Coast site/civil practice, Pamela Nieting has been an integral leader in growing the team and securing major projects. Today, she manages projects within California, across the country, and around the globe, including overseas developments. Her projects include landfill redevelopment, high-rises for multi-family and-mixed use, office campuses, hospitality, parks, hospitals, schools, and infrastructure. Of note is her technical expertise in stormwater management. Whether it be implementing the latest standards, creative design for challenging project sites, or successfully obtaining permits from regulatory agencies, Pamela has positioned Langan as to the go-to consultant in the Bay Area. 

 

Keith S. Ottes, PE, PP, CME, Associate
Doylestown, PA
Keith Ottes leads the site/civil group in Langan’s Doylestown, Pennsylvania office. He is responsible for the management of various industrial, residential, and commercial land development projects in Pennsylvania and New Jersey. His areas of expertise include project management, site design, and stormwater management. Keith regularly testifies at municipal hearings for zoning and development approval. His key projects include the Crossings at Ambler, Ambler, PA; Route 33/Main Street Interchange, Lehigh Valley, PA; and Ryder Trucking, South Plainfield, NJ.

 


Greggory Woodruff, PP, AICP, LEED AP, Associate
Parsippany, NJ
Gregg Woodruff, one of Langan’s leaders in urban redevelopment, coordinates multi-discipline teams that incorporate the best transit-oriented development methods and sustainable design approaches to help clients revitalize cities in New Jersey and the region. As a licensed professional planner in New Jersey and nationally with the American Institute of Certified Planners, Gregg is often engaged in planning issues, and provides expert testimony before planning and zoning boards in several states. Some major projects include the Monroe Center Redevelopment in Hoboken and Duke Farms in Hillsborough.
