He has served both private and public-sector clients in land development and urban redevelopment throughout the northeastern United States, mid-Atlantic, and abroad. Hager is an active member of the Urban Land Institute (ULI) locally and nationally. He is Past-Chair and Past-Governance Chair of ULI Philadelphia District Council, and serves on its Advisory Board and Governance Committee. He is a former member of ULI’s Urban Development & Mixed-Use Council and also a member of the American Society of Civil Engineers and the Chi Epsilon Engineering Society. Hager is a former member of Lehigh University’s Fritz Engineering Research Society. Serena Jang, PE, GE Serena Jang has performed geotechnical investigation and construction-observation services for various projects throughout the Bay Area. Jang’s experience includes managing field-investigation projects and performing engineering analyses including pile capacity (axial and lateral), slope-stability computations, settlement, seismic-hazards studies, bearing capacity, bioretention systems and roadway-pavement design. Her experience also includes observation during the installation and construction of driven piles and drilled piers, soldier-pier and lagging and sheet-pile shoring systems, observing and testing of tiebacks and tiedowns both temporary and permanent, and observing and testing fill compaction. Stephanie Duffield has diversified experience in environmental compliance and permitting. She has been involved in a variety of projects throughout the United States, including air permitting and compliance, stormwater and wastewater permitting, contingency plans, and emission calculations and reporting. Her air quality experience also includes air quality dispersion modeling using U.S. EPA AERSCREEN or AERMOD. Duffield is a member of Air & Waste Management Association (A&WMA), Women’s Energy Network (WEN) and the Society of Women Environmental Professionals (SWEP). Tim Stout, PE, CPESC, LEED AP For more than 20 years, Tim Stout has been providing civil engineering analysis, design, and project team management for a wide variety of data center and mission critical facilities. He has managed design teams and approval processes for numerous land-development projects, including site analysis and design, stormwater-management analysis and design, earthwork and site grading design, infrastructure and utility design, erosion- and sediment-control design, and land-use permitting through the agencies having jurisdiction. In the forefront of the industry, Stout has applied his expertise in design software such as AutoCAD Civil 3D and HydroCAD to numerous sustainable, low-impact designs in urban redevelopment. DJ Hodson leads the site/civil engineering practice in California, performing services nationally and internationally. He has over 26 years of experience in master-plan engineering, site analysis and design, utility infrastructure assessment and design, hydrologic and hydraulic analysis and design, stormwater-management analysis and design, and regulatory permitting. Hodson works with owners, developers, public agencies, architects, MEP engineers, construction contractors, design subcontractors, and various regulatory agencies and utility companies. Ryan Linthicum, PE, LEED AP With over 24 years of experience, Ryan Linthicum leads Langan’s office in Arlington, Virginia and served as the Principal-in-Charge for the CoreSite and Ft. Meade HPC3 data center projects. He has served both public and private-sector clients in land development and redevelopment throughout the mid-Atlantic, New Jersey, and New York; in addition to an impressive portfolio internationally. His experience includes site engineering, stormwater-management analysis and design, hydrologic modeling, infiltration basin studies, roadway design, sanitary design and permitting, erosion and sediment-control plans, subsurface geotechnical investigations, and design and inspection of shallow and deep foundation systems. Paul Manzer, PE Paul Manzer has 24 years of experience providing site/civil engineering design, project management, and land development services. Manzer has extensive expertise in mission-critical data center projects, collaborating directly with high-profile confidential global technology clients with complex and specialized design needs. He is committed to maintaining mission-critical design standards while innovating to address project-specific challenges and adapt to evolving requirements. His portfolio includes large-scale hyperscale data technology campuses nationwide and site due diligence studies for international developments. Ronald Manney, PE Ronald Manney has over 15 years of experience providing geotechnical engineering services to data center and mission-critical projects in the mid-Atlantic and Northeast United States, and in numerous regions around the globe. His management and engineering experience includes fast-track and design-build geotechnical investigations, geotechnical design of shallow and deep foundation systems, ground-improvement system implementation, geotechnical assistance with MEP design (soil thermal conductivity and resistivity testing), building retrofit and analysis of existing foundations, construction specification preparation, construction administration and assistance, and geophysical analysis. Jayne Spector, PLA, LEED AP Jayne Spector has over 30 years of experience in landscape architecture and site planning for projects throughout the U.S. and abroad. She has handled all aspects of landscape architecture, site lighting and irrigation design for numerous data centers and large industrial developments. Her experience includes successfully developing plans that meet the specialized security, site lighting and limited-access required by data centers while complying with local code requirements for screening, tree cover, stormwater management, streetscape, sustainability, low-water use plants, efficient irrigation and lighting limitations at the property line to facilitate local permitting. Spector works closely with architects, MEP and civil engineers to coordinate designs and synchronize project delivery on aggressive schedules. Daniel Miola, PE, LEED AP Dan Miola brings more than 23 years of experience in site/civil engineering and land development permitting to his projects. He has worked on many different types of land development projects in New Jersey, New York, and Pennsylvania. These projects have involved site due diligence studies, site layout, grading and drainage design, stormwater management analysis and design, utility design, regulatory permitting, and construction administration. Sony David, PE, LEED AP Sony David has over 20 years of experience and has worked on a variety of land development projects throughout New Jersey, New York, Pennsylvania and Texas. These projects have involved site feasibility studies, site layout, grading and drainage design, stormwater management analysis and design, utility design, sanitary sewer design, regulatory permitting and construction inspection. David has extensive experience in the use of computer applications including AutoCAD, Land Development Desktop, Hydraflow Hydrographs and Hydraflow Storm Sewers. Jared Green, PE, BC.GE, F.ASCE Jared Green is a geotechnical engineer and leader at Langan. He has extensive experience ranging from initial subsurface investigations and schematic designs to construction phase oversight for complex projects throughout the New York Metropolitan Area, Upstate New York, New Jersey, Pennsylvania, and Delaware. He currently leads multi-discipline projects that include geotechnical instrumentation monitoring; analysis, design and construction inspection of foundation systems and retaining structures; evaluation of earth and rock slope stability; and preparation of geotechnical engineering reports. Green is very active within the Deep Foundations Institute serving on the Micropile Technical Committee. Green is also active within the American Society of Civil Engineers (ASCE) Geo-Institute and served on the Technical Coordination Council (TCC) and the ASCE Annual Convention Sponsorship Committee before joining the Board of Governors. He is also part of the AIA Philadelphia Historic Preservation Committee; Council of Tall Buildings and Urban Habitats – Philadelphia (Sponsorship Chair); Syracuse University Civil and Environmental Engineering Advisory Board (Chair); and is the host of the Engineering Management Institute’s Geotechnical Podcast. Anna Ilao, PLA, ASLA Anna Ilao has been in the landscape architecture industry for over 20 years. She has extensive experience in landscape design, site planning and programming, sustainable design solutions, and project management for data centers, education, retail, workplace, streetscapes, parks, aviation, mixed-use and healthcare projects in California and Arizona. Ilao is proficient in best management practices, low impact development and water conservation techniques. In addition to her work with Langan, she has served as juror at UCLA Extension’s thesis presentations and guest critic in advanced design classes. Leslie Wong specializes in ESG strategy/disclosure, energy efficiency, and carbon accounting. She has 30 years of experience in environmental management with a specific focus on ESG services over the past 15 years. She has assisted a range of clients from the waste services, manufacturing and energy industries with carbon footprinting, GHG reduction strategy development and implementation, carbon credit generation, energy efficiency studies, and ESG disclosure implementation. Latisha Garrett, PE Latisha Garrett is a licensed professional engineer and is an ACI certified Concrete Field Technician – Grade I. Her experience is centered on structural design and analysis for reinforced concrete, steel, and wood structures. Garrett is also an active member of the American Society of Civil Engineers, Delaware Valley Association of Structural Engineers, Engineers Without Borders, and American Institute of Steel Construction. Katherine Regina, PE, LEED AP Katherine Regina has 15 years of site/civil engineering experience in a wide range of challenging land development projects, including data centers. Her experience ranges from conceptual planning and due diligence through construction and includes: soil erosion and sedimentation control, site demolition, site grading, stormwater management, hydrologic and hydraulic analyses, utility design, and sustainable/energy efficient design. Joe Good, PE, LEED AP Joe Good is an environmental engineer with experience working on both national and international projects. He is experienced in bringing together and leading multi-disciplined project teams to support clients. He is responsible for the performance and quality of his team, and financial metrics for his client base. His technical work focuses on environmental assessments and client support under numerous state and federal regulatory programs. His consulting experience includes Phase I and II Environmental Site Assessments; remedial engineering and system design; Underground Storage Tank permitting, removal specifications, and closure reporting; soil vapor intrusion investigation. Good’s field experience includes subsurface investigations, groundwater, soil, and air sampling programs; monitoring well installations, driller supervisions, subcontractor oversights, and waste characterizations. Andrew Uttan, PE, LEED AP Andrew Uttan has more than 20 years of site/civil experience. Prior to joining Langan, he managed numerous residential and commercial development projects throughout the Midwest. This includes working on 150+ commercial projects throughout Illinois, southeast Wisconsin, and northwest Indiana. Uttan has also served as the lead Project Manager and Engineer-of-Record for Lincoln Yards South, part of a $6 billion mixed-use development in Chicago. Chris Garris, PE Chris Garris is a geotechnical engineer with over 30 years of technical and project management, business development and leadership experience. He has extensive experience in geotechnical evaluation and design. Chris has proven experience in developing and maintaining client relationships and project management/delivery for public and private clients in the commercial, high-rise, education, water, energy, utilities and industrial markets. Chris is passionate about geotechnical engineering, team building, mentoring and in demonstrating value-added solutions to clients.
