Daniel R. Miola, PE, LEED AP, Principal

Many of New Jersey’s top real estate developers count on Dan Miola to handle the projects that are transforming the Garden State. Dan specializes in large, complicated land development projects, often on sites with major engineering and environmental challenges and mission critical deadlines. He has extensive experience in multiple sectors, and has become a leader in the e-Commerce, cold storage, and multi-family markets. Some notable projects include the Goya Foods Headquarters in Jersey City and the FreezPak Logistics Facility in Elizabeth. Dan is an active member of NAIOP and is heavily involved in the ACE Mentor Program, serving on the Board of Directors for the New Jersey Chapter.
AnnMarie Vigilante, PE, Principal

Langan engineers may not be widely known as consultants on large highway projects, but AnnMarie Vigilante is the exception. Her traffic engineering expertise and effective leadership made the PA State Route 33/Main Street Interchange project possible. The critical infrastructure project transformed the region and made AnnMarie the go-to consultant for future developments. Yet she is by no means bound to one area; AnnMarie leads traffic projects across the state of Pennsylvania and beyond, especially in the booming e-Commerce sector. AnnMarie is passionate about giving back to the industry and her community, which has resulted in numerous honors. Most recently, she was named a 2022 Take the Lead Lehigh Valley honoree by the Girl Scouts of Eastern PA and a 2020 Lehigh Valley Woman of the Year by the Leukemia & Lymphoma Society.
Scott A. Walker, PE, GE, Principal

Scott Walker is a well-respected geotechnical expert in the San Francisco Bay Area and a leader in Langan’s Oakland office. Scott provides geotechnical and seismic engineering solutions for a range of complex projects along the West Coast, with a particular expertise in deep foundation design and excavations in the Bay Area. His projects range from tall buildings such as The Avery, a 56-story high rise, to cultural centers like the San Francisco Museum of Modern Art, to sports facilities like Levi’s Stadium, home of the San Francisco 49ers. His most recent work involves assisting Langan’s operations and continued expansion in Seattle, after helping establish an office there in 2019.

Luis Berroteran, PE, Associate Principal
Denver, CO
Langan’s Denver team topped 30 people this month, but it started with one – Luis Berroteran. Luis relocated from Langan’s New Jersey headquarters in 2017 and quickly became a fixture in Colorado’s real estate development industry. Through his leadership, Langan’s footprint has grown substantially in the region and the Denver office has flourished. Some of his notable projects in Colorado include two massive e-Commerce fulfillment centers, which garnered consecutive NAIOP Project of the Year awards. These efforts have not gone unnoticed; in 2020, ENR Mountain States named Luis a Top Young Professional.
Christopher Cirrotti, PE, PP, CME, LEED AP BD+C, Associate Principal

In New Jersey healthcare circles, no engineer has a better reputation than Chris Cirrotti. With over 30 years of experience in the industry, Chris has seen and done it all. He currently leads some of the largest hospital design projects in the state for organizations such as RWJBarnabas Health, Hackensack Meridian Health, and Virtua Health, among others. Since joining Langan in 2019, he has grown a team of 15 staff and branched into other major real estate developments in entertainment, mixed-use, multi-family, and e-Commerce. In addition, Chris serves on the Rutgers University Civil Engineering Industry Advisory Board and is actively involved with both the American Society for Healthcare Engineering and NAIOP.
Sony David, PE, LEED AP, Associate Principal
Dallas, TX
Sony David established himself as a go-to consultant specializing in difficult projects in New Jersey and New York before relocating to Langan’s Dallas, Texas office in 2021. From huge design-build K-12 projects, to multiple buildings for Bristol Myers Squibb, to M Station in Morristown and Liberty Science Center in Jersey City, Sony demonstrates the attention to detail required to complete challenging projects. Now in Dallas, Sony is replicating his success in the Northeast by supporting projects in e-Commerce, higher education, and healthcare, while helping to lead Langan’s rapid growth in the Lone Star State. He also continues to lead the firm’s national practice in demolition engineering. In 2019, ENR New York named Sony a Top Young Professional, and he continues to live up to that honor.
Jack H. Garner, PE, Associate Principal

When Langan expanded into Austin, Texas last year, the firm gained an incredible leader in Jack Garner. For close to 20 years, major land development companies and architectural design teams in Texas have turned to Jack to lead K-12 and residential projects throughout the state. Jack’s most prominent projects fall into two growing markets: master-planned communities and education. He particularly excels at managing and guiding engineering teams that collaborate seamlessly with partners and deliver projects that exceed expectations. With Jack at the helm, Langan’s Austin office has already doubled in size, and the firm’s footprint around the city will continue to grow.

Liz Aceto is a consummate marketing professional who has helped elevate Langan’s brand to the top of the A/E/C industry. She is a driving force behind Langan’s strategic marketing efforts, managing the firm’s corporate and creative teams. She leads the planning and distribution of firm-wide communications, ensures brand consistency across all 37 offices, and supports Langan’s work with federal agencies in the United States and abroad.
Michael P. Carr, PE, LEED AP, Associate

Langan’s land development practice in Florida continues to expand, in large part due to Mike Carr. From the hot e-Commerce sector to virtually every other real estate market, Mike delivers best-in-class site/civil services integrated with the firm’s well-established geotechnical and environmental practices. Mike’s experience encompasses more than 20 million SF of industrial space, including projects such as First Park Miami, Bridge Point Commerce Center, and Carrie Meek International Business Park.
Victoria M. Delligatti, PHR, Associate

Vicki Delligatti is on the front line when it comes to recruiting the best and brightest new hires, helping to spur the firm’s recent growth and expansion. In fact, Langan shattered its record for hiring in 2021 and grew to more than 1,400 employees. As a key member of Langan’s human resources department, Vicki is responsible for collaborating with leadership and overseeing employee lifecycle programs for the entire firm. She has helped Langan develop various processes related to staffing and retention, including those focused on performance management, employee relations, training and development, and policy and procedure administration.
Jon DeSalvatore, NCDA, Associate

When the pandemic began in March 2020 and Langan quickly pivoted to working away from the office, everyone in the firm, whether they knew it or not, counted on Jon DeSalvatore. The transition of work to thousands of unique home offices happened overnight without a glitch. As Langan’s Director of IT Infrastructure, Jon manages the day-to-day functions of the firm’s IT systems and networks. He is responsible for overseeing the department’s technical and managerial aspects, researching new technologies and strategically planning Langan’s IT roadmap, implementing security program improvements, and educating employees on how to stay cyber secure from any location.
Brian Gochenaur, QEP, Associate

As one of the leaders of Langan’s environmental practice in New York City, Brian Gochenaur has worked on some of the most complex projects throughout the five boroughs for both private and public sector clients. He believes strongly in supporting projects that bring affordable housing to the city. Brian specializes in brownfield redevelopment, environmental due diligence, site investigation and remediation, fuel oil storage tank investigation and removal, health and safety monitoring, construction oversight, regulatory compliance, and spill closure. He also has extensive experience working with public agencies, including the New York State Department of Environmental Conservation and New York City Mayor’s Office of Environmental Remediation.
Alan W. Lothian, PE, Associate

With e-Commerce becoming so prevalent in our world, Alan Lothian has likewise become prevalent as a traffic engineer with unrivaled expertise in fulfillment center development. He works to improve the safety, access, and efficiency of roadways, specializing in the preparation of traffic impact studies and signal warrant studies, intersection signage and striping design, and permitting for various state DOTs. Throughout his career, Alan has navigated complex transportation projects in New Jersey, New York, Pennsylvania, Connecticut, Delaware, Florida, Colorado, New Mexico, and several locations abroad.
Kelly A. McCormick, PWS, LEED AP, Associate

Kelly McCormick plays an integral role in Langan’s natural resources and permitting team, providing expert land use consulting services for both the private and public sectors. During her 23-year career at Langan, she has conducted extensive due diligence reviews; site investigations; wetland delineations; federal and state wetland, coastal, and floodplain permitting; environmental impact statements; and wetland mitigation for large-scale projects. Kelly is recognized as a top permitting expert by major clients throughout the Northeast and is also an active member of NAIOP New Jersey’s Regulatory Affairs Committee.
Jennifer C. Warren, PE, Associate
Philadelphia, PA
Jenn Warren leads a team of site/civil engineers in Langan’s Philadelphia office that works on some of the city’s most recognizable and complex projects. Her experience includes the Penn Medicine Pavilion, the Children’s Hospital of Philadelphia, and various projects at the University of Pennsylvania. Jenn also actively gives back to her community, leading Langan’s Women@Langan group in Philadelphia, mentoring the Future City class at East Norriton Middle School, and serving on the Giving Committee for Professional Women in Construction’s Philadelphia Chapter.
Christopher Westbrook, PE, LEED AP, Associate
Cleveland, OH
Langan’s growth and expansion in Ohio would not have happened if it were not for Chris Westbrook. Chris is a leader of the site/civil engineering practice in Langan’s Cleveland office and a trusted expert on projects in the commercial, office, and energy markets. His primary focus is managing the planning and design of e-Commerce and industrial facilities, working on hundreds of projects for top clients across the country. Chris also serves as a mentor for the ACE Mentor Program and a Vice Chair of the NAIOP Northern Ohio Charities Committee.
