Langan Environmental Remediation Project Experience

Langan is a leader in the use of innovative remediation technologies. Our “hands-on” approach and practical experience extend to all phases of a remedial program, including technology selection, treatability and pilot studies, remedial design, and remedy implementation. Langan strongly focuses on the strengths and weaknesses of specific remedial technologies, as well as costs and effectiveness.

The following is a collection of sample Langan environmental remediation projects.

3D Visualization of Comingled Chlorinated Solvent Plumes

OVERVIEW
Langan provided 3D visualization analysis of the hydrogeologic framework and contaminant transport at a former industrial facility in New Jersey. The site was characterized by a large and dilute chlorinated solvent plume that has migrated 5,300 feet within a fractured bedrock aquifer. Multiple off-site sources also contributed dissolved solvents to the comingled plume. Environmental Visualization Studio (EVS) software was utilized in order to gain a better understanding of contaminant transport in the fractured and faulted bedrock aquifer. EVS software uses advanced gridding and geostatistical analysis to create 3D models of geologic setting and analyte spatial data.

Golden Gate Bridge Remediation

OVERVIEW
Langan served as the general contractor on this soil remediation job adjacent to the south approach to the Golden Gate Bridge. The project, associated with the Bridge's 75th Anniversary, consisted of site grading, trail improvements, and construction of a new plaza. The contaminants in soil were predominantly lead due to uncontained lead-based paint that had been sand-blasted off the bridge during numerous cleanings and re-paintings over the last 75 years. We oversaw the profiling, excavation, transporting, and disposing of the contaminated soil to a regulated landfill, ensuring adherence to best practices and stormwater protection plan measures, and we completed the closure report.

Former Gas Plant Remediation & Ecological Restoration

OVERVIEW
Langan developed and gained regulator agreement on a final remedy for a former major oil corporation gas plant site located in Southern California. The agreed upon path to closure utilized a background analysis and risk assessment to identify attainable remedial cleanup standards for constituents of potential concern. By taking a face-to-face approach with regulators (DTSC, Region 9 EPA, Central Coast RWQCB, County of Santa Barbara) and presenting a strong argument for a risk-based strategy to closure, Langan was able to achieve an agreed upon 1 to 2 year path to closure that was 27 years (case opened in 1988) in the making with two previous consultants.

Treasure Island/Yerba Buena Island Redevelopment

OVERVIEW
Langan is providing multidisciplinary engineering services for the Treasure Island/Yerba Buena Island Development Project on behalf of the Treasure Island Development Authority (TIDA). Our team has a high degree of familiarity with site conditions, including development plans, environmental conditions, and community and stakeholder concerns. We oversee the US Navy-led environmental remediation program; assist with issues of land transfer, reuse, and controls; and confirm continued acceptable environmental conditions on the islands by overseeing indoor air quality evaluations, preparation of soil management plans, stockpile management, tank removal, and lead and asbestos management.

Haddon Township Redevelopment Area A

OVERVIEW
In 2002, Haddon Township adopted a redevelopment plan for the Haddon Avenue corridor. The 6+ acre site included multiple dilapidated, abandoned and underused Brownfields sites with suspected environmental impacts and designated a Brownfield Development Area (BDA) by the NJDEP in September 2008. To facilitate the completion of environmental investigation and remediation activities for the Brownfield sites, Langan assisted Haddon Township in obtaining grants through the NJDEP Hazardous Discharge Site Remediation Fund (HDSRF) program. Langan prepared and obtained approval of multiple HDSRF applications resulting in approximately $3,500,000 being allocated to Haddon Township to complete the investigation and remediation of the Brownfield sites. The site has been redeveloped with a mixed use transit village including retail space and apartments spread over seven four and five story buildings and a community clubhouse.

LNAPL Remediation

OVERVIEW
Langan developed a broad-scale management program to address light non-aqueous phase liquid (LNAPL) over a 70-acre area at a major asphalt refinery. The program was based on developing an LNAPL conceptual site model and evaluating applicable remedial technologies. Langan conducted LNAPL recoverability testing and pilot-scale testing to quantify recoverability and define remedial design parameters. Langan developed a focused LNAPL remediation approach for the entire site and proposed a suite of technologies from less aggressive (LNAPL skimming and periodic vacuum truck extraction) to more aggressive (multi-phase extraction) to allow for a phased and streamlined, yet flexible, program.
