Treasure Island/Yerba Buena Island Redevelopment

OVERVIEW
Langan is providing multidisciplinary engineering services for the Treasure Island/Yerba Buena Island Development Project on behalf of the Treasure Island Development Authority (TIDA). Our team has a high degree of familiarity with site conditions, including development plans, environmental conditions, and community and stakeholder concerns. We oversee the US Navy-led environmental remediation program; assist with issues of land transfer, reuse, and controls; and confirm continued acceptable environmental conditions on the islands by overseeing indoor air quality evaluations, preparation of soil management plans, stockpile management, tank removal, and lead and asbestos management.

Battery East Vista

OVERVIEW
Langan provided environmental site characterization, soil remediation, and risk assessment services for the improvement project at the historic Battery East Vista, located southeast of the Golden Gate Bridge toll plaza. The Battery East Bay Trail was expanded and a scenic overlook and landscaping was constructed over a historic landfill.

Former Gas Plant Remediation & Ecological Restoration

OVERVIEW
Langan developed and gained regulator agreement on a final remedy for a former major oil corporation gas plant site located in Southern California. The agreed upon path to closure utilized a background analysis and risk assessment to identify attainable remedial cleanup standards for constituents of potential concern. By taking a face-to-face approach with regulators (DTSC, Region 9 EPA, Central Coast RWQCB, County of Santa Barbara) and presenting a strong argument for a risk-based strategy to closure, Langan was able to achieve an agreed upon 1 to 2 year path to closure that was 27 years (case opened in 1988) in the making with two previous consultants.

Southern California Groundwater

OVERVIEW
Langan provided litigation support services in a case regarding areas of groundwater contaminated with chlorinated solvents and degradation by-products. Our services included data review, identification of sources of chlorinated solvents, development of a chronology of events related to chemical releases, hydrostratigraphic evaluation of aquitards and vertical transport pathways, contaminant fate and transport modeling, statistical analysis of attenuation factors, and evaluation of remediation alternatives. We also provided review and plot of capture areas and changes over time, and contaminant migration relative to well capture. These data were used to evaluate likely chlorinated solvent pathways.

Golden Gate Bridge Remediation

OVERVIEW
Langan served as the general contractor on this soil remediation job adjacent to the south approach to the Golden Gate Bridge. The project, associated with the Bridge's 75th Anniversary, consisted of site grading, trail improvements, and construction of a new plaza. The contaminants in soil were predominantly lead due to uncontained lead-based paint that had been sand-blasted off the bridge during numerous cleanings and re-paintings over the last 75 years. We oversaw the profiling, excavation, transporting, and disposing of the contaminated soil to a regulated landfill, ensuring adherence to best practices and stormwater protection plan measures, and we completed the closure report.

Stockton Events Center

OVERVIEW
Langan performed a multi-site expedited Remedial Investigation/Feasibility Study, developed a Remedial Action Plan, supervised the cleanup, and prepared the final report on behalf of the Stockton Housing and Redevelopment Agency. Previous uses of the parcels included bulk fuel storage, paint manufacturing, shipbuilding and repair, automotive repair, dairy product storage, and rail yards. The sites have been redeveloped with a sports complex, baseball stadium, hotel and retail stores.

Schlage Lock Factory Investigation and Remediation

OVERVIEW
Langan directed the investigation and remediation of soil and groundwater contaminated with trichloroethene (TCE) and perchloroethene (PCE) at the site of the former Schlage Lock factory, which closed in 1999. With regulatory oversight by DTSC and RWQCB, Langan helped develop a public participation plan, conducted a risk assessment, and provided supporting documents consistent with the National Contingency Plan as well as expert witness services. We also conducted a preliminary geotechnical investigation and provided geotechnical services during environmental remediation. Plans for the 46-acre site include the construction of several multi-story residential, retail, and mixed-use buildings; parking garages; and parks.

Ohlone Community College

OVERVIEW
The Ohlone Community College Newark Campus is a brownfields redevelopment on an 80-acre site. This was the first LEED Platinum College Campus. In addition to our environmental characterization work and analysis of remedial options, we assisted the District with negotiating a voluntary cleanup agreement with the Department of Toxic Substance Control. The cleanup was integrated with the development plans, allowing cleanup to be completed concurrently with the site grading and foundation preparation. Our geotechnical team performed a master plan and design-level geologic hazard evaluation and geotechnical investigation. We performed our services in compliance with the requirements of the Title 24 California Building Code, Division of the State Architect (DSA) for community college projects, and California Geologic Survey (CGS) advising checklist (Note 48) for California Public Schools. Our reports were submitted to DSA and CGS for review and were approved without exception.
