Verizon – SPCC Plans

OVERVIEW
Langan was retained by Verizon to prepare professional-engineer certified Spill Prevention, Control and Countermeasures (SPCC) Plans for more than 80 telecommunications facilities throughout Pennsylvania. Since preparing the initial plans, Langan has assisted Verizon with 5-year plan renewals, certifications of plan amendments, and preparing new SPCC Plans for facilities that become subject to the federal requirement.

Verizon – Air Quality Permitting & Compliance

OVERVIEW
Langan was retained by Verizon to investigate air permit applicability for over 350 emergency generators at facilities across the Commonwealth of Pennsylvania. Langan provided a key role in coordinating and negotiating with Philadelphia Air Management Services, Allegheny County Health Department, and the six regional offices of the PADEP to confirm applicability of the internal combustion engine exemption or conclude that air permits were required. Langan provided further support by preparing applications for plan approvals/installation permits and operating permits for the 37 Verizon facilities that were determined to not meet the exemption criteria.

Verizon – PA Act 2 Closure

OVERVIEW
Langan has directed comprehensive site characterization and remediation activities at multiple former and existing Verizon facilities to achieve liability protection for soil and/or groundwater under Act 2. Many of the remediations were conducted under Pennsylvania’s Corrective Action Process (CAP) and Land Recycling and Remediation Standards Act (Act 2) Regulations to address former storage tank releases at work center facilities.

Verizon – Storage Tank Site Assessments & Remediation

OVERVIEW
Langan is principal consultant for the Verizon Storage Tank Management Program. Langan has performed supervision of tank removals, site assessments and remedial activities. Following completion of assessment and remedial activities we have submitted Discharge Investigation and Corrective Action Reports to regulatory agencies to obtain closure.

Verizon – UST Site Characterization/USTIF Claims

OVERVIEW
Langan conducted Site Characterization Activities at this Verizon, Inc. Microwave Relay Station in order to receive closure under Pennsylvania’s Act 2 Land Recycling Program (Act 2) for groundwater. In addition, we handled all of the Pennsylvania Underground Storage Tank Indemnification Fund (USTIF) Claims on behalf of Verizon for this project in order to facilitate reimbursement.

Verizon – Hermitage Garage/Work Center

OVERVIEW
To prepare for the sale of the property, Verizon retained Langan to observe the removal of stained gravel as well as a hydraulic lift system at the site. Langan’s scope included post-excavation sampling in these areas. We provided these environmental due diligence services, which lead to an environmental characterization and remediation under Pennsylvania Land Recycling Program, commonly known as Act 2. Langan also completed a groundwater investigation in the hydraulic lift area and found no groundwater impacts.

Verizon – Facility Decontamination & Regulatory Closure

OVERVIEW
Langan was retained by Verizon to identify requirements and coordinate and complete closure of the Youngwood Material Reclamation Center (MRC) regulated under Verizon’s General Permit for Statewide Beneficial use of Residual Waste. The MRC facility was formerly used for the centralized handling and processing of materials for reuse, resale, recycling and/or disposal. Materials include all Verizon’s used or obsolete telecommunications equipment, primarily including lead and non-lead sheathed copper telephone cable, electronic switching equipment and computer plug-in cards.

Verizon – Cellular Communication Tower Sites

OVERVIEW
Langan was retained by Verizon Communication's Real Estate Group to perform Phase I Environmental Site Assessments at more than 100 cellular communication tower sites located throughout New Jersey, Delaware, Maryland, and Virginia. Verizon was contemplating the sale of these facilities and a leaseback of the sites from the subsequent owner.

Verizon – Wastewater Discharge Services

OVERVIEW
Langan was retained by Verizon to prepare a National Pollutant Discharge Elimination System (NPDES) permit application and coordinate sampling related to manhole dewatering discharges to municipal storm sewers located in the City of Philadelphia. We worked alongside the Pennsylvania Department of Environmental Protection (PADEP) and the City of Philadelphia Water Department (PWD) in the preparation and approval of a sanitary sewer discharge permit from the PWD.

New York University – SPCC & PBS Compliance Audit

OVERVIEW
Langan was retained to conduct a petroleum bulk storage (PBS) compliance audit and prepare Spill Prevention, Control and Countermeasure (SPCC) Plans for storage of oil in 45 campus buildings, including a cogeneration plant. We also developed an environmental management system for NYU’s Environmental Health & Safety team, which allows them to track the completion of corrective actions, maintain ongoing compliance records and keep a calendar of due dates for inspections and registration renewals.

The Durst Organization – SPCC Plans & PBS Registration

OVERVIEW
Langan was retained by the Durst Organization to prepare Spill Prevention, Control and Countermeasure (SPCC) Plans for five high-rise commercial office buildings, each of which having diesel fuel storage tanks associated with emergency generators. Langan also reviewed petroleum bulk storage (PBS) registration information and prepared applications for information corrections, where necessary, to ensure that each tank was properly registered.

Langan was retained by Con Edison to evaluate spill containment systems at 13 waterfront substation facilities for compliance with federal oil pollution prevention requirements for secondary containment of oil-filled operational equipment. Langan personnel visited each site and prepared reports identifying potential spill pathways, recommendations for follow-up investigations, and suggested improvements to each facility’s Spill Prevention, Control and Countermeasure (SPCC) Plan.

Northville Industries – FRP & SPCC Plans for Oil Storage Terminals

OVERVIEW
To assist with a scheduled 5-year-plan renewal, Langan conducted site inspections and prepared amendments to spill contingency plans for Northville Industries’ oil storage terminal facilities on Long Island, New York. The plan amendments included revisions to the text and facility diagrams for Facility Response Plans (FRP) and Spill Prevention, Control and Countermeasure (SPCC) Plans in order to address changes to secondary containment and piping systems. Our survey team prepared schematic diagrams detailing the complex piping systems at both terminal facilities. Plan amendments were certified by a Langan professional engineer licensed in New York.

Puracap Pharmaceuticals – Phase I/II ESA & Compliance Evaluation

OVERVIEW
Langan completed a Phase I Environmental Site Assessment and Limited Environmental Compliance review for Puracap Pharmaceuticals, LLC on a fast-track due diligence time period in response to a real estate transaction. The site consisted of a 180,000 SF pharmaceutical manufacturing facility located in Jamaica, New York. Three recognized environmental conditions (RECs) were identified by Langan during the Phase I ESA and further investigated during expedited Phase II ESA activities which included a geophysical survey and soil, soil vapor, and groundwater sampling.

The Eleventh (76 Eleventh Avenue)

OVERVIEW
Langan provided environmental, geotechnical, and site/civil engineering services for the mixed-use redevelopment of a 1.8-acre former manufactured gas plant (MGP) site in Manhattan's Chelsea neighborhood. We provided engineering services in support of obtaining a Certificate of Completion for this project, which was remediated under the New York State Brownfield Cleanup Program.

ORU Transmission Line 51/65 Tower 17

OVERVIEW
Orange & Rockland Utilities engaged Langan to provide environmental and municipal permitting, geotechnical engineering, and civil engineering services in support of the emplacement of compacted soil fill and the installation of approximately 20 to 50-feet of rip-rap armoring both up-stream and down-stream of Tower 17.

ORU Ringwood Underground Electric Distribution Line

OVERVIEW
Orange & Rockland Utilities, Inc. is installing a new underground electric distribution line in Ringwood, New Jersey. The new line will provide better system resiliency as part of ORU's storm hardening efforts.
