Our Rosslyn office is home to 40+ employees and offers geotechnical, site/civil, and environmental engineering, survey, traffic/transportation planning, permitting, landscape architecture, and sustainable design.

Ryan C. Linthicum, PE, LEED AP, Principal-in-Charge
Ryan, who leads the Arlington office, has over 20 years of industry experience. He has served both public and private-sector clients in land development and redevelopment throughout Virginia, the District of Columbia, and Maryland. 

Eric Deaver, PG, Associate | Environmental
Eric has over 30 years of experience managing groundwater and soil remediation projects and general industrial environmental compliance. He has been responsible for industrial redevelopment and decommissioning projects in Arlington and Alexandria, Virginia and elsewhere in the region.  These sites have included historic dry cleaners, retail services stations, fleet maintenance centers,  manufactured gas plants, rail yards, and power plants.  Many of these projects were successfully conducted within the Virginia, Maryland, and DC respective voluntary remediation programs.

Ronald T. Manney, PE, Senior Project Manager| Geotechnical
Ron has more than 13 years of experience on projects throughout the Mid-Atlantic. He specializes in subsurface investigations, design, and construction oversight of large-scale project.

George Clark, PE, Senior Project Manager| Site/Civil
George specializes in planning, capital improvement, and infrastructure design. His expertise includes site layout and grading, stormwater management, hydraulic modeling, roadway design, sanitary design, permitting, sustainable design, erosion, and sediment-control plans. 

Emanuel Donate, Project Surveyor | Surveying
Manny leads Langan’s surveying practice in Virginia. He has more than 14 years of surveying experience including traditional surveying, ALTA surveys, 3D scanning, and mobile mapping. He has provided these services for public- and private-sector clients including DC Water and WMATA.
