San Francisco Stormwater Billing Program

Langan helped the San Francisco Public Utilities Commission (SFPUC) implement a citywide stormwater billing program, using aerial imagery, GIS analysis, and machine learning technology to classify land cover across more than 50 square miles and 150,000 parcels. We verified parcel, property owner, and address data to validate billing records, calculated impervious and pervious surface areas for each parcel, and integrated the results into the city’s Customer Care and Billing system. This work provided SFPUC with a reliable and efficient framework for stormwater billing and long-term asset management.
