Ryan Manderbach, CHMM
Senior Associate
Ryan is an environmental engineer with more than 17 years of experience working on complex projects throughout New York City. His work spans from Brownfield cleanup and redevelopment to Environmental Site Assessments and soil vapor intrusion investigations.
Ryan regularly implements a collaborative approach with public and private developers to solve environmental challenges during construction and redevelopment of his projects. He is currently managing the eight-acre Waterline Square megaproject, a three-tower development on the Upper West Side of Manhattan.
Ryan dedicates time to the engineering industry through his role on the New York Building Congress' Young Professionals Committee. He also gives back to his community by participating in the Queens Family Fun Run and Walk for the Ronald McDonald House and supporting the Robin Hood Foundation.
Outside of Langan, Ryan enjoys spending time with his wife and twins as they explore new places and root for the New York Yankees.

Tim Stout, PE, CPESC, LEED AP
Senior Associate
Tim is a site/civil engineer with more than 20 years of experience managing the design and approval processes for all types of land development projects. Based in Philadelphia, Tim is also actively involved in Langan's international presence and spent three months living and working in the United Arab Emirates.
Throughout his career, Tim has managed projects ranging from medical centers and higher education facilities in Pennsylvania and New Jersey, office buildings and hotels in the Middle East, and data centers across the US. His first international project was Hazza bin Zayed Stadium in Al Ain, Abu Dhabi, a 25,000-seat stadium that opened in 2014. Langan's site/civil engineers provided infrastructure and utility design services, coordinated with local agencies, and prepared site demolition and mass grading plans.
Tim gives back to his community by volunteering for the Langhorne Memorial Day Parade, which is organized by his father, a Vietnam Veteran. He also participates in the Susan G. Komen Race for the Cure, Future Cities Philadelphia, and Design Thinking Philly.
Outside of Langan, Tim enjoys being active, going to the beach with his family, and rooting for the Philadelphia Eagles.

Brett Milburn, GISP
Senior Associate
Brett serves as Langan’s Director of Applied Technologies and has nearly 20 years of experience in successfully providing technology-based solutions to address the technical, regulatory, and business challenges in the architecture, engineering, and construction (AEC) industry.
Brett leads various enterprise data management, Geographic Information System, and web/mobile technology-related projects across various sectors, including utility infrastructure, site selection, facility/asset management, geotechnical, and environmental remediation. His work results in enhanced efficiencies and quality through the various stages of field data collection, management, analysis, visualization, and reporting of information.
Brett gives back to his community by coaching youth wrestling and lacrosse. He also serves as an American Association of Geographers – Esri GeoMentor, which assists schools in incorporating GIS into the K-12 science, technology, engineering, and math (STEM) curriculum.
Outside of Langan, Brett enjoys spending time outdoors with his family.

Michael Finan, PE, LEED AP
Senior Associate
With nearly 20 years of experience, Mike Finan has played a key role in the growth of Langan's White Plains, NY office. He has diversified experience in land development projects, as well as structural, environmental, and architectural projects, and has been instrumental in growing the firm's solar practice in the state of New York.
Mike leads the project team for Langan's work on over 40 Cypress Creek Renewable solar sites throughout New York, Massachusetts, and Maryland. The Langan team is providing site/civil engineering services for the projects, which are being developed under the NYSERDA's community solar program.
Mike gives back to his community through his volunteer work with MATHCOUNTS, an organization that provides engaging math programs to US middle school students of all ability levels, with the mission of building confidence and improving attitudes about math and problem solving. Mike has been volunteering for this event for the past 12 years and enjoys seeing the students engaged in the world of math and science.
Outside of Langan, Mike enjoys spending time with his two young sons playing baseball, soccer and going on walks to explore nature.

William P. Boron, RLA, ASLA
Senior Associate
Bill oversees Langan's Cleveland office and leads the site/civil group. With more than 30 years of extensive experience in land development projects, his experience ranges from conceptual site planning through construction coordination. Bill has worked on many multi-disciplinary projects throughout Ohio, including urban, industrial, institutional, senior housing, hospitals, commercial/retail, office, and residential development projects for both private and public clients.
Bill led the project team for the 4-story, 53-unit student housing development at the Cleveland Institute of Art. This complex urban project included multiple layers of city and agency approvals for the stormwater management, utility infrastructure, road vacation, and building permitting. Langan provided site planning, surveying, civil engineering, environmental, landscape architecture, and construction administration for the project.
Bill enjoys volunteering in the community and is actively involved with Langan’s Corporate Social Responsibility Committee. Thought the year, Bill and his colleagues donate time and resources for community projects such as River Sweep, an annual effort where volunteers help clean local creeks and rivers and plant new vegetation along the watersheds.
Outside of Langan, Bill enjoys spending time with his wife and three children, whether traveling or attending football games at Ohio State, the family alma mater.

Cary E. Ronan, PE, GE
Senior Associate
Cary leads the geotechnical practice in Langan's Los Angeles office and has over 21 years of experience in performing and managing geotechnical investigations and construction observation services on projects throughout California. She specializes in directing subsurface investigations and design and evaluation of foundation systems.
Cary led the project team for CPMC - Sutter Health Cathedral Hill Hospital, a $2.5-billion project that includes an acute care hospital, a medical office building, and an underground pedestrian tunnel to connect the two structures. Langan provided geologic hazard evaluation, geotechnical investigation, seismic engineering, and environmental services for the project.
Cary volunteers her time to many organizations, including Commercial Real Estate Women (CREW) San Francisco, American Society of Civil Engineers (ASCE), Deep Foundations Institute (DFI), and the Society of Women Engineers. She is also passionate about giving back to the Life Learning Academy on Treasure Island in San Francisco, a charter high school that serves at-risk children.
Outside of Langan, Cary enjoys spending time with her family and rooting for the San Francisco Giants, and since relocating to Langan's Los Angeles office, she is even trying to learn to like the Los Angeles Dodgers!

Satyajit A. Vaidya, PE
Senior Associate
Satyajit (Seth) has extensive geotechnical engineering experience, specializing in the design and construction of foundations for high-rise structures in urban areas. He has led major projects throughout New York, including Central Park Tower, One57, the Orion, and 365 Bond Street.
Seth led the project team for One57, the tallest residential tower in Manhattan. The 75-story tower consists of a 210-room hotel and 95 premium condominiums, with two below-grade levels extending about 30 feet below the sidewalk grade. The Langan team provided environmental and geotechnical engineering services for the project, which included foundation recommendations to support the tower on spread footings supported on rock.
Seth gives back to his community through Habitat for Humanity, working on houses for families in need across Paterson, NJ. Volunteers perform various tasks at the home construction sites, including painting, installing pavers, and hanging sheetrock.

W. Kyle Bogardus, PE, CPESC
Senior Associate
Kyle leads Langan's Houston office, which provides site/civil, geotechnical, and environmental services. He has led many large-scale, multi-disciplined projects, specializing in complex projects that require significant phasing and construction sequencing.
Kyle led the project for Quarry Walk, which consists of over 215,000 SF of commercial space, 1.5 miles of walking trails, and 150 residential units on over 30 acres. Once a stone quarry, the project entailed extensive rock blasting; blasted rock was then used to build the retaining walls around the perimeter and for other design features. Kyle's team provided site/civil engineering, landscape architecture, geotechnical engineering, land surveying, and traffic engineering for all phases of the project.
Kyle completed two overseas deployments in support of Operation Iraqi Freedom in Iraq and Operation Enduring Freedom in Afghanistan. He has worked extensively with the Army Corps of Engineers and has held positions of platoon leader, company commander, and operations officer for engineer companies and battalions. Kyle is currently a Major in the Army Reserve, and has served in the reserves for over 20 years.
Outside of Langan and the reserves, Kyle enjoys spending time with his wife and four kids. Most weekends are spent on the sidelines of his kids' sporting events.

Scott Rowland, PE, LEED AP
Principal
Scott leads the site/civil group in Langan's Pittsburgh office. He has extensive experience ranging from conceptual planning through construction phase coordination for both urban and rural areas in the US and internationally. He has worked on major projects throughout Pittsburgh, including the Tower at PNC Plaza, Carnegie Mellon University, and UPMC Presbyterian Hospital.
Scott led the project team for Langan's work at Carnegie Mellon University's Tepper School of Business, which involved relocating the school to a new 300,000-SF building on a 4.5-acre site. Langan handled all site design, permitting, storm drainage, surveying, construction administration, and transportation planning for the project.
Scott enjoys volunteering with his kids, including clean-up efforts in his community.

AnnMarie Vigilante, PE
Senior Associate
AnnMarie has extensive experience in traffic engineering, parking, highway/roadway design, ADA and transportation planning. In addition to working on projects involving major roadways throughout the Northeast, she has created traffic plans for large stadium, retail, residential, industrial, and corporate developments.
AnnMarie served as the project manager for the Route 33/Main Street Interchange project, a new industrial development hub on the State Route 33 corridor between Interstate 78 in the Lehigh Valley and Interstate 80 in the Poconos. AnnMarie led a multi-disciplined team on the full diamond interchange, the Main Street bridge replacement, and acceleration and deceleration lanes, which included drainage structure modifications, grading improvements, and accommodations for pedestrian and bicycle access.
AnnMarie is the Director of Awards for Delaware Valley Engineers Week, which was created to provide a strong venue to inform our citizens of the value of engineers, celebrate engineering technology and innovation and cultivate interest in math, science, and engineering among the nation’s youth. She is also very active with many other organizations, including the Lehigh Valley’s Commercial Real Estate Women’s (CREW) Network, and the Greater Lehigh Valley Chamber of Commerce Transportation Committee.
Outside of Langan, AnnMarie enjoys spending time with her husband and young son. They spend countless hours outside playing in the yard and swimming in their pool, roaming the beaches of Bay Head & Sea Isle City, NJ and Palm Beach, Aruba in the summertime, skiing and snowboarding and building snowmen in the wintertime, and traveling to visit family and friends whenever they get the chance.

Kevin Webb, PE, LEED AP
Senior Associate
Kevin is well versed in engineering for the development of commercial and office facilities, residential developments, including senior housing, and institutional facilities, including hospitals and schools. His expertise includes design, permitting and construction of site plans, subdivisions and road reconstruction projects for private and municipal clients.
Kevin leads a multi-disciplined team on the Centra Metropark project, a mixed-use redevelopment of a traditional suburban office park in Iselin, NJ. The first phase of the project included the construction of a 110,000-SF LEED Platinum office building that serves as the new focal point of the reimagined site. When completed, the project will also include another office building, a hotel, an apartment building, and retail space integrated into a cohesive campus environment.
Kevin enjoys volunteering at his daughters' school and for their local recreational sports programs.
Outside of Langan, Kevin enjoys spending time with his family, and can usually be found on the sidelines at one of his daughters’ many athletic events. His family loves to travel and recently returned from a trip to Australia, where they explored Uluru-Kata Tjuta National Park and the Great Barrier Reef.

Scott Walker, PE, GE
Senior Associate
Scott has extensive experience providing project management, engineering analysis, construction observation, and subsurface investigation services for projects throughout California and southwestern Montana. His projects range from schools, hospitals, and master plan developments to residential and commercial buildings (including high-rise structures), sports facilities, and industrial projects (including bridges, roadways, and utilities).
Scott led a multi-disciplined team for the Transbay Block 9 project, a mixed-use, 600,000-SF, 563-unit residential tower in the site’s central portion. The tower will have 42 stories, with a maximum height of 440 feet, and a 9-story podium surrounding the tower, which will be built above a 7-level basement. The Langan team provided geotechnical, site/civil, and seismic engineering services for the project.
Scott enjoys giving back through volunteering at his children’s schools and involvement in his greater community. Recently, Scott and his family volunteered at the Keep Tahoe Red, White, & Blue Beach Cleanup, where volunteers removed 1,458 pounds of litter; helping keep litter out of the environment and protect Lake Tahoe’s ecology and wildlife.
Outside of Langan, Scott enjoys spending time with his three children and his wife, Jen. On the weekends, Scott spends his time cheering on his children at soccer games, swimming at the pool with his family, and traveling. Scott also enjoys gardening and doing handy work at his home.

Shaun Higgins, PLS
Senior Associate
Shaun has over 25 years of experience in all aspects of land surveying. He is well-versed with all types of modern surveying field equipment and various software systems for computer-aided drafting. Shaun also has extensive experience with 3D laser scanning and modeling services.
Shaun led Langan's survey team for the design and development of a new patient pavilion at Penn Medicine in Philadelphia. The new clinical facility will include approximately 500 new patient beds, 50 operating and procedure rooms, a relocated and expanded Emergency Department, 700-space substructure parking lot, and expanded healthcare delivery programs within the network.
Shaun donates his time and expertise coaching youth sports in Philadelphia. For the past 12 years, he has been volunteer coaching his kids' sports teams, including soccer, basketball, and Gaelic football.
Outside of Langan, Shaun enjoys traveling with his wife and two children to destinations throughout the United States, Ireland, and Portugal.

Tasos Papathanasiou, PE
Senior Associate
Tasos manages large-scale multi-disciplinary projects including geotechnical and environmental investigations, site evaluations, foundation design, bulkhead design, construction oversight, and stormwater management. He has also provided technical advisory services for motorway and airport concession projects in Greece, Cyprus, and Eastern Europe.
Tasos served as project manager for 56 Leonard, a 60-story tower featuring dramatic cantilevered terraces in the heart of Tribeca. He led Langan's multi-disciplined team in providing geotechnical, site/civil, and environmental engineering services for the project.
In honor of Earth Day, Tasos participated in the Bronx River cleanup. Volunteers gathered at Soundview Park to help clean the 205-acre green space that has many walking trails, incredible views of the river, and a tidal marsh area that is vital to wildlife.
A native of Greece, Tasos spent much of his childhood in Naxos, Greece, an island in the South Aegean.

Daniel Miola, PE, LEED AP
Senior Associate
Dan has over 17 years of experience in land development and civil engineering design. He has worked on a variety of land development projects in New Jersey, New York, and Pennsylvania. These projects have involved site due diligence studies, site layout, grading and drainage design, stormwater management analysis and design, utility design, and regulatory permitting.
Dan has led project teams for major industrial and warehouse developments throughout the Tri-State area, including the development of a freight distribution facility in North Arlington, NJ. The development includes a 140,000-SF warehouse, maintenance garage, and fueling station on a 40-acre site with multiple physical and regulatory constraints. Dan led a multi-disciplined engineering team to bring this complex project to completion under tight timelines.
Dan has been involved in the ACE Mentor Program for many years. The ACE Mentor Program provides the opportunity for mentors from architectural, construction management, and engineering firms to meet with high school students to teach them about land development. Dan started in the program as a mentor, and is now a member of the New Jersey Chapter Board of Directors.

Jonathan LeBoon, PE, LEED AP
Senior Associate
Jon has over 16 years of experience in land development and civil engineering design. He has designed and managed numerous large-scale, complex projects throughout the US and globally, including projects in Europe, Central America, South America, Asia, and Africa. Jon specializes in land planning, water resources, stormwater management, and utility infrastructure design.
As project manager for the US Embassy Compound in Mexico City, Jon led a multi-disciplined team in providing site/civil, geotechnical, seismic, traffic and transportation, and survey design services. The proposed compound will be built on an eight-acre urban site located in the Miguel Hidalgo section of Mexico City.
This past year, Jon participated in Canstruction, an international competition where design industry professionals construct building structures entirely made out of cans of food, which are then donated to feed the hungry. To date, Canstruction has raised 70 million pounds of food for hunger relief.
Outside of Langan, Jon enjoys traveling, cooking, and spending time with his two children and wife, Megan. Jon is always looking for his next National Park to explore or country to visit.

Serena T. Jang, PE, GE
Senior Associate
Serena performs geotechnical investigations and construction observation services for many projects throughout the Bay Area, including sites in fill and Bay Mud. She has led major projects including the Chase Center, Santa Clara Square, Samsung American Headquarters, and Bay Meadows development.
Serena led a multi-disciplined team for the Chase Center, the new home of the Golden State Warriors in San Francisco. The 18,000-seat arena will feature a view deck, two public plazas, 580,000 SF of office and event space, retail, restaurants, and underground parking. As project manager, Serena led the team in navigating complex site challenges.
Since her college days, Serena has enjoyed working with children and youth at her church. From storytelling with elementary school age kids to serving as the director of a week-long summer camp with over 80 middle and high school students, Serena finds joy in spending time with children who are amazed that she was alive before iPhones.
Outside of Langan, Serena enjoys spending most of her time with her sons, serving as their chauffer, room parent, and team mom. They enjoy traveling together, including a recent family trip to Iceland where they were able to gaze at the Aurora Borealis and explore a glacier cave.

Leonardo Rodriguez, PE
Senior Associate
Lenny has extensive site/civil engineering experience, specializing in site drainage, utility infrastructure, municipal utility improvements and roadway reconstruction. He has spearheaded the Environmental Resource Permit (ERP) and Corps of Engineers Dredge and Fill permitting efforts on numerous land development projects such as the Hard Rock stadium improvements and the Miami Open tennis venue.
Lenny led a multi-disciplined team in providing site/civil, geotechnical, and environmental services for the Plaza at Coral Gables, a 2.21-million-SF mixed-use development in the heart of Coral Gables. The development includes ground-level retail, several high-rise towers, an eight-level parking podium, and multiple townhomes. The project entailed extensive potable water and sanitary sewer utility infrastructure design and drainage improvements for three city blocks of development.
Lenny takes time to tutor students who are interested in the engineering and environmental sciences fields. He helps them with the math portion of the SAT as well AP-level science classes.
Outside of Langan, Lenny is an avid cyclist always looking for the next century ride that fund raises for a good cause.

Arthur Alzamora, Jr., PE, LEED AP
Senior Associate
Art is a geotechnical engineer experienced in subsurface investigations and testing, design of excavation support, secant wall design, foundation design, rock excavation, pre-construction conditions survey and inspection. He has led numerous award-winning, landmark projects throughout New York City.
Art has led Langan teams for major projects throughout New York City, including One Vanderbilt, a supertall tower that spans an entire city block adjacent to Grand Central Station. The 1,401-foot-tall commercial tower is expected to obtain LEED Gold certification. He was also the point person on Langan’s multi-discipline team during the design and development of the Brooklyn Navy Yard Dock 72 project, which is a new 16-story office building located within the Brooklyn Navy Yard complex.
Passionate about giving back to his community, Art is a member of his local Knights of Columbus chapter and very involved at his local parish, where he can be found cooking breakfast for the community and supporting local fundraising initiatives. In the past, he has served on the Coordination/Planning Board for the Alliance for Lupus Research, the team captain for Langan/ASCE for God’s Love We Deliver, and several other local charity events.
Outside of work, Art enjoys spending time with his family and coaching his children's baseball and basketball teams. He is also extremely active in fitness and running, and takes time to educate children and adults about leading healthier lifestyles.

Jeffrey Stoicescu, PE
Senior Associate
Jeff has extensive experience in engineering, permitting, and construction in a wide range of sectors. His projects include aviation, oil and gas, major and minor commercial developments, and industrial improvements across the United States and around the world.
Jeff has served as project manager for numerous environmental remediation projects at major airports, including John F. Kennedy, LaGuardia, and Washington Dulles International Airport. His aviation clients include American Airlines, British Airways, Delta Airlines, and JetBlue.
Jeff and his wife, Maria, support the families of the Ronald McDonald House of Hudson Valley, NY. Their involvement began after the son of a family friend spent time at the Maria Fareri Children’s Hospital fighting a brain tumor. To comfort the families of children experiencing traumatic circumstances, they donate their time and provide gifts to the families staying at the Ronald McDonald house during Mother’s Day, Easter, Christmas, and several other holidays during the year.
Jeff’s passion for engineering has led him to create and provide training programs that support certification of other young engineers and technicians. Over the past 15 years, Jeff has trained and examined over 3,500 professionals for certifications offered by ACI, ICC, PCI, NICET and other organizations.

Sean Damon, PG, LSRP
Senior Associate
Sean has extensive experience directing site characterization and remediation projects in the Mid-Atlantic region, as well as other parts of the country. His experience also includes brownfield redevelopment, environmental due diligence support, facility decommissioning, and UST closure.
Since 2000, Sean has directed the ongoing remediation of multiple former operational areas at a confidential site in New Jersey. Activities have included the investigation and remediation of former lagoon and impoundment areas, as well as subsequent restoration of these areas as freshwater and tidal emergent wetlands. ACEC recognized the project with a Distinguished Award for environmental excellence.
Sean volunteers his time outside of work to coach youth football and baseball. He is a former college football player who enjoys working with kids and giving back to the youth in his community.
Sean enjoys spending time outside of work with his wife and kids. He also enjoys playing sports and being active, as well as traveling.

Mimi Raygorodetsky

Mimi directs large, complex environmental remediation and redevelopment projects through all stages - from pre-development to long-term operation and monitoring. She has led major projects throughout New York City, specializing in large urban waterfront redevelopments.
For over 10 years, Mimi has served as the Project Director of Greenpoint Landing in Brooklyn, NY, a 22-acre development that includes the construction of approximately 5,500 residential units, new infrastructure, a shore public walkway and a pier. She led a multi-disciplined team of site/civil, geotechnical and environmental engineers for the 22-acre development that is shaping the Brooklyn skyline.
As a founding member and leader of Women@Langan, Mimi provides mentorship and support to empower women to achieve career and personal success. Founded in 2015, Women@Langan provides opportunities for networking and promotes advancement of women to leadership positions at Langan through advocacy and increased visibility.
Mimi's family is the most important thing in her life. As a Senior Associate at Langan and a mother, work/life balance is critical. Mimi has proven successful at growing her career, giving back to her peers and community, and raising her three young children.

Timothy Onderko, PE, LEED AP
Senior Associate
Tim has led a variety of land development projects in Connecticut and New York. He has specialized experience in grading and drainage design, stormwater management analysis, and Americans with Disabilities Act (ADA) Design.
Tim led Langan’s multidiscipline team during the design, permitting, and construction of Phases II and III of Storrs Center, a $220-million, mixed-use development adjacent to the University of Connecticut that includes retail, dining, transportation, and residential space. These phases added 35,000 SF of street-level retail, over 200 residential apartment units, and 42 condominium units.
Tim leads the corporate giving and community involvement efforts for Langan's New Haven office and helps coordinate the volunteer activities of the office with a number of non-profit organizations. He is also a member of Langan’s Engineers Without Borders corporate committee, an organization that he has been involved with since he traveled to Nepal as the technical lead for a water supply project.
Outside of work, Tim enjoys traveling and being outside with his two young daughters and his wife, Jen. On the weekends when he’s not hosting tea parties or on the swing set, he occasional sneaks in a round of golf on his home course at Yale.

Jared M. Green, PE
Senior Associate
With nearly 15 years experience, Jared Green is a geotechnical engineer with expertise ranging from initial subsurface investigation and schematic design to construction phase oversight for complex projects throughout the New York Metropolitan Area and Upstate New York.
Green served as Project Manager for geotechnical and site/civil services for the award-winning VIA 57 West, the hyperbolic paraboloid-shaped multifamily building that's helping to reshape Manhattan's western skyline. His team designed a cost-effective foundation system consisting of about 600 drilled and driven piles as well as shallow foundations.
Green is passionate about mentoring and inspiring the next generation of engineers and scientists. He has spent the last two decades speaking with students about the vast applications of STEM disciplines, and recently spoke at commencement ceremonies at his undergraduate and high school alma maters.
Green ran five marathons between 2013 and 2016, two of which were within a span of 14 days. His love for long distance running stems from his desire to stay in great shape as well as set and attain strenuous goals. Green also enjoys traveling and cooking with his wife, and playing Legos with his kids, attempting to see the world through their eyes.

Christian M. Roche, PE, LEED AP
Senior Associate
A site/civil engineer with over 10 years of experience, Chris Roche plays a key role in leading the land development team in Langan's Lawrenceville office. He specializes in site engineering, landfill redevelopment, subsurface geotechnical investigations, and dam safety engineering on projects throughout New Jersey.
Roche served as Project Manager for the award-winning Yard @ College Avenue, which has become the premier destination for Rutgers students and members of the New Brunswick community. His team provided site/civil engineering design services including site layout, stormwater management, and utility design, as well as the necessary permitting support.
Roche serves as a co-adjunct to the Rutgers University Civil Engineering Department where he teaches a stormwater management design class for undergraduate seniors. Passionate about sharing his knowledge and experience with the future generation of civil engineers, Roche has also served as a mentor in the Rutgers Engineering Mentorship program, assisting students as they approach graduation.
Outside of Langan, Roche is an accomplished Ironman, who enjoys participating in triathlons and marathons for charitable causes such as cancer research, the Special Olympics, Wounded Warriors, and Rutgers club sports. He and his wife also recently welcomed their first child.
